Ipelegeng transitions into public works programme

Ipelegeng programme, initially designed for temporary employment and providing basic livelihoods, is undergoing a transformation aimed at transitioning it into a more robust public works programme.
The Minister of Local Government and Traditional Affairs, Mr Ketlhalefile Motshegwa, addressed the Kanye District Council on Wednesday, outlining the goals and future direction of this revamped initiative.
Mr Motshegwa said the programme would shift from providing temporary jobs to empowering beneficiaries through engagement in basic infrastructure development and maintenance.
The aim was to align the programme with broader public works initiatives that focussed on sustainable development, he said.
He said his ministry emphasised the importance of decentralisation, enabling local authorities to create policies and strategies tailored to their specific development needs.
Mr Motshegwa reiterated that the process involved the transfer of responsibilities to local governments for service delivery, enhancing their role in community planning and development.
He added that ongoing discussions with various ministries aimed to integrate the transformed Ipelegeng programme into their budgets for infrastructure and development projects, citing that his ministry sought to leverage existing public works frameworks to maximise the programme’s potential.
Mr Motshegwa said the new programme would focus on equipping beneficiaries with practical skills through partnerships with vocational training centres and other institutions.
The capacity-building approach aimed to prepare participants for roles in construction, electrical work, and other infrastructure-related fields, he said, adding that beneficiaries of the revamped Ipelegeng programme would receive a wage increase to P2500, significantly higher than the previous structure.
Upon completion of the programme, he said, participants would be eligible for formal employment with a minimum wage of P4000, or the opportunity to start their businesses supported by government initiatives.
The ministry aims to begin implementing the new programme by the end of March 2025, with plans to present a proposal to the cabinet for approval.
The revamped Ipelegeng programme represents a strategic shift toward sustainable livelihoods and community development.
By focusing on skills development, formal employment, and entrepreneurial support, Mr Motshegwa said, the initiative sought to improve the quality of life for beneficiaries and foster local economic growth.
The integration of local policies and collaboration with various sectors is set to enhance the effectiveness of the public works programme, ultimately leading to equitable development outcomes. ENDS
