Marathe cautions against violation of procurement processes

Public procurement is a fundamental aspect of government operations, facilitating the acquisition of essential goods, services, and works needed for effective public service delivery.

This was the key message delivered by Ms Dinah Marathe, Commissioner of the Botswana Police Service, during a procurement capacity building workshop held in Gaborone yesterday..

Ms Marathe explained that public procurement encompasses a series of interconnected processes, including planning, solicitation, evaluation, award, and contract management.

The workshop was necessitated by the recent establishment of an oversight unit and ad hoc evaluation committee for the Botswana Police Service, in accordance with Sections 45 and 49 of the Public Procurement Act of 2021.

Highlighting the significance of the workshop, Ms Marathe said, ‘Transparency, fairness, and accountability are key principles in this important process, ensuring effective, equitable, and value-for-money public spending. By adhering to these principles, government entities can enhance trust among citizens and create a competitive business environment that fosters economic growth.”

Conversely, Ms Marathe cautioned that violations of procurement processes could lead to opportunities for corruption and complications in project implementation, including complaints, delays, and potential cancellations.

Such violations , she said, carry the risk of litigation, with lengthy court processes that could result in the loss of public funds and hinder national development plans.

Ms Marathe urged police procurement personnel to master the entire procurement process, including the preparation of Invitation to Tender (ITT) documents, contracts, and end-of-activity reports.

“It is crucial for you to understand the governing structures and their functions. Above all, you should be well-versed in the governing legislation, specifically the Public Procurement Act of 2021 and its regulations, to foster informed reference and build confidence," she said.

The workshop served as a vital platform for equipping participants with the necessary skills and knowledge to navigate the complexities of public procurement, ultimately contributing to the effective governance of Botswana’s public service. ENDS
